RECOMMENDATION:

Recommendation Concerning the Review of the Navy Interlocal Agreement

That the Board review and approve the Navy Interlocal Agreement, as reviewed and recommended for approval by the Planning Board at its December 1, 2015 meeting, which has been updated to reflect changes in Florida Statutes, the Escambia County Comprehensive Plan and the Land Development Code, to provide for Navy participation in decisions regarding land development in Escambia County.

BACKGROUND:

This interlocal agreement between Escambia County and the US Navy is part of the Joint Land Use Study (JLUS) and has been updated to reflect changes in legislation and local land use regulations.

BUDGETARY IMPACT:

No budgetary impact is anticipated by the adoption of this agreement.

LEGAL CONSIDERATIONS/SIGN-OFF:

The attached Agreement has been reviewed and approved for legal sufficiency by Kerra Smith, Assistant County Attorney. Any recommended legal comments are attached herein.

PERSONNEL:

No additional personnel are required for implementation of this agreement.

POLICY/REQUIREMENT FOR BOARD ACTION:

That the Board approve the draft interlocal agreement for execution by all parties.

IMPLEMENTATION/COORDINATION:

The proposed Agreement was prepared by the Navy in cooperation with Development Services Department and the County Attorney’s Office.
