RECOMMENDATION:

Recommendation Concerning the State Housing Initiatives Partnership Program Interlocal Agreement with the Town of Century - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning the State Housing Initiatives Partnership (SHIP) Program Interlocal Agreement with the Town of Century:

A. Approve the Interlocal Agreement for SHIP Housing Repair Assistance Project with the Town of Century to provide $60,000 in SHIP funds to support housing repair activities within the Town of Century; and

B. Authorize the Chairman or Vice Chairman to execute the Interlocal Agreement and all Project-related documents as required to implement the Project.

BACKGROUND:

The 2014-16 Escambia/Pensacola SHIP Program Local Housing Assistance Plan (LHAP) approved by the Board on April 2, 2013 incorporates activities for owner-occupied repairs for very low and low income families. The Town of Century has requested an allocation of SHIP funds to match Residential Construction Mitigation Program (RCMP) and historic preservation repair funding secured by the Town of Century. The Town will handle client applications and construction management for the 4-6 low income homeowners expected to receive repair assistance under this Interlocal Agreement (Exhibit I).

BUDGETARY IMPACT:

The $60,000 required for this Agreement is budgeted in Fund 120/2015 and 2016 SHIP, Cost Centers 370201 and 370202.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Agreement has been reviewed and approved by Kristin Hual, Assistant County Attorney.

PERSONNEL:

No impact relating to County personnel associated with this Grant Agreement.

POLICY/REQUIREMENT FOR BOARD ACTION:

Interlocal Agreements with other local governments must be approved by the Board of County Commissioners.

IMPLEMENTATION/COORDINATION:

The SHIP project will be coordinated through the Neighborhood Enterprise Division (NED) jointly with the Town of Century for income eligible homeowners.
