RECOMMENDATION:
Recommendation Concerning Limiting Pensacola Beach Reduced Fee Annual Passes to Two Per Homestead Property - Joy D. Blackmon, P.E., Public Works Department Director

That the Board authorize the County Administrator, or designee, to establish a maximum limit of two reduced fee annual passes per Pensacola Beach homestead property associated with the Pensacola Beach Annual Pass Program for the Bob Sikes Toll Plaza.
BACKGROUND:
Meeting in regular session on October 22, 2015, the Board approved a one-time extension for all current 2015 Pensacola Beach Annual Pass Holders, and included an additional motion to reduce the Annual Pass fee to $5 for all homestead properties on the Island (see attached motion). 

With approximately 855 homestead properties on Santa Rosa Island, annual toll pass revenue from the current fee of $50, at two passes per homestead, equals $85,500. The revenue for reduced fee passes, at $5 each and two passes per homestead, equals $8,550, which means that the maximum decrease in annual toll revenue from this action potentially would be $76,950.

IMPLEMENTATION/COORDINATION:
If approved, Escambia County Public Works staff will include the updated information into its current annual pass holder distribution program, and will ensure that only two reduced-fee annual passes are allowed per homestead property.
