RECOMMENDATION:
Recommendation Concerning the Interlocal Cost-Sharing Agreement for the East Brownsville Phase 1 Sewer Expansion Project - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning the East Brownsville Phase 1 Sewer Expansion Project :

A. Approve the State of Florida, County of Escambia, Interlocal Cost-Sharing Agreement with the Emerald Coast Utilities Authority (ECUA), in the amount of $337,500, providing for the surveying and construction costs for the East Brownsville Phase 1 Sewer Expansion Project; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement and all related documents as required to implement the Project.

BACKGROUND:
County Community Redevelopment Agency (CRA) has partnered with ECUA to consider sewer expansion in the Brownsville area, east of "T" Street and west of Pace Boulevard, since this area lacks sewer availability and shows signs of failing septic systems. ECUA identified the need for sewer expansion in this area and this would alleviate public health concerns related to failing septic tanks and cleanup area surface and ground waters.  This sewer expansion project has been identified in the Brownsville Redevelopment Plan and is part of the revitalization strategy for this area.
BUDGETARY IMPACT:
Funds for this project are budgeted in Fund 352, LOST III, Cost Center 220102, Project #10NE0018.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Interlocal Cost-Sharing Agreement has been reviewed and signed by Kristin Hual, Assistant County Attorney as to form and legal sufficiency. ECUA's attorney has also reviewed and signed the Agreement.
PERSONNEL:
The project will be accomplished by contract with ECUA. ECUA will provide all project level engineering and technical coordination, while the CRA staff will manage funding related matters. There will be no impact on County personnel or requirement for alteration of existing positions.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Agreement between the ECUA and County effectuating the planned improvements and procedures for payment with LOST III funds is required in order to proceed with the project. Board approval is required for disbursement of LOST III funds.
IMPLEMENTATION/COORDINATION:
The Agreement is targeted for concurrent approval by the ECUA Board. Contract administration will be managed by CRA in coordination with the ECUA Engineering Division. The participating agencies are aware of the content of this recommendation and the planned approval schedule.
