RECOMMENDATION:
Recommendation Concerning General Paving and Drainage Contract PD 14-15.064 - Claudia Simmons, Purchasing Manager, Office of Purchasing 

That the Board amend its action of September 24, 2015, awarding an Indefinite Quantity, Indefinite Delivery Multiple Awards Contract PD 14-15.064, for General Paving and Drainage for a term of 36 months to the following contractors, for an estimated annual amount of $3,000,000, to each contractor, which was based on the Attorney's Standard Form of Contract, to instead approve the award of an Indefinite Quantity, Indefinite Delivery Multiple Awards Contract PD 14-15.064, for a term of 36 months for the estimated annual amount of $3,000,000, to each of the following contractors and approve the General Paving and Drainage Agreement PD 14-15.064, between Escambia County and the following contractors:

Allsouth Construction Services, LLC
Chavers Construction
Gulf Atlantic Constructors, Inc.
Heaton Brothers Construction Co., Inc.
J Miller Construction, Inc.
Midsouth Paving, Inc.
Infrastructure Specialty Services, Inc.
Panhandle Grading and Paving, Inc.
Roads, Inc., of NWF
Utility Service Co., Inc.

The Recommendation to award the Contract PD 14-15.064 to the ten contractors, for an estimated annual amount of $3,000,000, went before the Board of County Commissioners on September 24, 2015, and the Contract form indicated at that time was the Attorney's Standard Form of Contract.  The Contract PD 14-15.064 is not the Attorney's Standard Form of Contract.  The Contract PD 14-15.064 was prepared by Kristin Hual, Assistant County Attorney, for the General Paving and Drainage Pricing Agreement.

BACKGROUND:
The recommendation to award the contract PD 14-15.064 to the ten contractors for an estimated annual amount of $3,000,000 went before the Board of County Commissioners on September 24, 2015 and the contract form indicated at that time was the Attorney's Standard Form Contract.  The Contract PD14-15.064 is not the  Attorney's Standard Form Contract. The Contract PD 14-15.064 was prepared by Kristin Hual, Assistant County Attorney for the General Paving and Drainage Pricing Agreement.  

The Invitation to Bid PD 14-15.064 was advertised in the Pensacola News Journal on July 27 and August 3, 2015. Ten bids were received on August 27, 2015.  Prices were accepted from all ten bidders.  The General Paving and Drainage Pricing Agreement will be used by Public Works to obtain bids for projects throughout the year based on bid amounts from the Agreement PD 14-15.064 for projects with a maximum project total of  $350.000. The initial award of this contract does not guarantee issuance of a Purchase Order.  The bid form will be used to determine the lowest cost associated to a project and Purchase Orders will be issued to the lowest contractor capable of meeting the services and schedule for a project.

IMPLEMENTATION/COORDINATION:
The Public Works Department will administer the General Paving and Drainage Pricing Agreement. The Office of Purchasing will issue the Purchase Orders.
