RECOMMENDATION:
Recommendation Concerning the Interlocal Agreement Between Escambia County, Florida, and the Santa Rosa Island Authority (SRIA) Relating to the Construction of a Traffic Calming Zone on County Road (CR) 399 Adjacent to the Portofino Condominiums on Pensacola Beach - Joy D. Blackmon, P.E., Public Works Department Director 

That the Board take the following action concerning the State of Florida, County of Escambia, Interlocal Agreement Between Escambia County, Florida and the Santa Rosa Island Authority (SRIA), Relating to the Construction of a Traffic Calming Zone on County Road (CR) 399, Adjacent to the Portofino Condominiums on Pensacola Beach:

A. Approve, subject to Legal review and sign-off, the State of Florida, County of Escambia, Interlocal Agreement Between Escambia County, Florida, and Santa Rosa Island Authority (SRIA), Relating to the Construction of a Traffic Calming Zone on County Road (CR) 399, Adjacent to the Portofino Condominiums on Pensacola Beach; and

B. Authorize the Chairman to sign the Interlocal Agreement, subject to legal review and sign-off.

[Funding source:  Once the Portofino Island Improvement Funds (PIIF), in the amount of $1,045,000, have been received, a new Cost Center will be established in the Financial System, and in the appropriate fund, so that costs can be tracked]
BACKGROUND:
At its Regular Board meeting on April 23, 2015, the Board of County Commissioners approved Change Order #6 to the Baskerville Donovan, Inc., Contract PD 10-11.005 "Engineering and Surveying Services for the Pensacola Beach Master Plan.” The Change Order in the amount of $123,984.92 which included the $92,204.99 for engineering services for the CR399 Traffic Calming Project adjacent to the Portofino Condominiums on Pensacola Beach. The traffic calming project will provide safety upgrades to the roadway segment adjacent to the Portofino Condominiums (800’ east and west of the Portofino entrance) and the existing pedestrian crossing. The SRIA Board on September 23, 2015 moved to approve the Interlocal Agreement between Escambia County and the SRIA to transfer $1,045,000 from the Portofino Island Improvement Fund to fund the construction of the CR399 Traffic Calming Project adjacent to the Portofino Condominiums.

The 100% design plans for the project is scheduled to submission to County Staff on October 9, 2015. Following acceptance of the 100% design plans, County Staff will coordinate with the Purchasing Division for contractor solicitation. Construction of the project is anticipated to last 120-150 days, and County Staff is expecting construction to begin early 2016 with a late Spring/early Summer 2016 completion.
BUDGETARY IMPACT:
Once the Portofino Island Improvement Funds (PIIF) in the amount of $1,045,000 have been received, a new cost center will be established in the Financial System, and in the appropriate fund, so that costs can be tracked.
LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney, Kristin Hual, has reviewed and approved the Agreement for Legal Sufficiency.
PERSONNEL:
County and SRIA staff will coordinate efforts.

Public Works Department will coordinate with SRIA Staff and OMB Staff.
