RECOMMENDATION:
Recommendation Concerning the Community Development Block Grant Sewer Connection Assistance Program Modification - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning the Community Development Block Grant (CDBG) Sewer Connection Assistance Program (Program):

A. Modify the Program terms to provide for a two-year Lien instead of a five-year Lien; and

B. Authorize the County Administrator or his designee to execute all Program-related documents as necessary to implement the Program.
BACKGROUND:
The Community Development Block Grant (CDBG) Sewer Connection Assistance Program (Program) provides assistance to income eligible homeowners to abandon their septic tank and connect to sewer when it becomes available in their neighborhood. This assistance is provided regardless of location in the County, but must be made within the time specified by ECUA in order to avoid impact fees.

The current Program terms offer assistance in the form of a five year deferred payment loan. Staff is recommending changing the term to a two year deferred payment loan that will be forgiven at the end of the two years provided that the homeowner meets all other program requirements (see EXHIBIT I for proposed program flyer). This term is more in line with the lien duration given to sewer connection applicants under the CRA Residential Rehab Program (one year lien term) as well as the amount of actual funding that is provided to the applicant. The average sewer connection cost is usually less than $4000.
BUDGETARY IMPACT:
Funds for this program are already approved and budgeted in Fund 129/CDBG, Cost Centers 370215, 370210, 370217, 370220, 370223, and/or subsequent CDBG funding years.
LEGAL CONSIDERATIONS/SIGN-OFF:
Not applicable.
PERSONNEL:
No changes in personnel required for this program.
POLICY/REQUIREMENT FOR BOARD ACTION:
Modifications to Program policies and procedures must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Implementation of this Program will continue to be overseen by the Neighborhood Enterprise Division (NED).
