RECOMMENDATION:
Recommendation Concerning Fire Fighting Equipment for Various County Buildings - Claudia Simmons, Purchasing Manager, Office of Purchasing

That the Board take the following action concerning fire fighting equipment for various County buildings:

A. Rescind its action of February 19, 2015, awarding and approving the Agreement for Fire Equipment Service for Various County Buildings, PD 14-15.005, between Escambia County, Florida, and The Hiller Companies, Inc., d/b/a Hiller Systems, for a term of 12 months, for an estimated annual amount of $15,000; and

B. Award Contract PD 14-15.078, Fire Fighting Equipment for Various County Buildings, and approve the Agreement for Fire Equipment Service for Various County Buildings between Escambia County and The Hiller Companies, Inc., d/b/a  Hiller Systems.

BACKGROUND:
This service contract provides for the annual inspection, repair, servicing, and hydro-static testing of over 760 County fire extinguishers. These fire extinguishers are located in County owned or leased facilities. Included in the service contract are the annual and semi-annual inspections, repair and servicing of the County’s kitchen hood systems located in the Road Prison Barracks, Escambia County Jail, Juvenile Justice, Barrineau Park Community Center, Public Safety, Molino Property Appraiser, and the Marie K. Young / Wedgewood Community Center. Additionally, this contract provides for the annual and semi-annual inspections, repair and servicing of the Halon fire suppression system located in the Sheriff Administration building and the FM-200 under floor fire suppression system in the Public Safety building.
The Office of Purchasing advertised the Invitation to Bid PD14-15.005 on November 18, 2015. Nine companies were notified on November 18, 2015. One bid was received on December 17, 2015.  The Facilities Management Department intended to enter into a multi year agreement and chose to enter into a one year agreement as result of receiving only one bid.  The agreement for PD14-15.005 was never executed and the work associated with Fire Fighting Equipment Services was done by  Purchase Order to Hiller Systems.

The Office of Purchasing advertised the Invitation to Bid PD14-15.078 for Fire Fighting Equipment Services  on July 27, 2015.  Five vendors were notified on July 27, 2015.  Two bids were received in the Office of Purchasing on August 20, 2015. Hiller Companies, Inc d/b/a .  Hiller Systems was the lower responsive and responsible bidder.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will distribute the Contract and Purchase Orders.
