RECOMMENDATION:
Recommendation Concerning the Site Access Agreement to Allow the Florida Department of Environmental Protection to Conduct an Environmental Site Assessment - Tonya Gant, Neighborhood & Human Services Director

That the Board take the following action concerning the Site Access Agreement for the property located at 7500 North Century Boulevard:

A. Approve the Site Access Agreement to allow the Florida Department of Environmental Protection (FDEP), to conduct an Environmental Site Assessment at the Sheriff's Sub-Station property located at 7500 North Century Boulevard in Century, Florida; and

B. Authorize the Chairman to sign and execute all documents related to the project.
BACKGROUND:
The property is the site of the Escambia County Sheriff's Sub-station in Century, Florida.  In 1992, two (2) 6,000-gallon Underground Storage Tanks (UST) were removed. At the time of removal, closure assessment activities and analysis revealed a concentration of benzene was detected greater than the State Groundwater Cleanup Target Level (GCTL) criteria. The property was entered into the State Early Detection Incentive Program which would allow the FDEP to conduct cleanup.  As part of the program, the property is given a ranking score and cleanup is based on ranking position.  The Sheriff's Department ranking Score is 26, currently the FDEP is working on scores 30 and above.  In the interest of removing properties considered low priority based on ranking score, the FDEP reassesses properties and if the score remains the same or reduces, the FDEP will have the option of removing the property from the program list. This access agreement allows the FDEP to go onto the property and conduct the environmental site assessment.
BUDGETARY IMPACT:
No budgetary impact is anticipated.
LEGAL CONSIDERATIONS/SIGN-OFF:

The County Attorney has reviewed and approved as to form and legal sufficiency.

PERSONNEL:

No additional personnel is needed related to the recommendation.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board Action is required to fulfill this task. 
IMPLEMENTATION/COORDINATION:
The CRA Staff will coordinate implementation tasks and execute any documentation needed to complete the project.
