RECOMMENDATION:
Recommendation Concerning Contract Award for Architect & Engineering Services for Repair and Renovation of the Brownsville Community Resource Center - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Quina Grundhoefer Architects, P.A., per the terms and conditions of PD 14-15.082, Architect & Engineering Services, Brownsville Community Resource Center (Repair & Renovation), for a lump sum of $120,642.

BACKGROUND:
Request for Letters of Interest, PD 14-15.082, Architect & Engineering Services, Brownsville Community Resource Center (Repair & Renovation) were publicly noticed on Monday, August 3, 2015 to two hundred eleven known firms.  Responses were received from eight firms on Thursday August 20, 2015.  The Review Committee short-listed the firms on August 27, 2015 to four and held discussions with the four on September 10, 2015.  The Selection Committee ranked in the following order:
  1. Quina Grundhoefer Architects, P.A.
  2. Caldwell Associates Architects, Inc.
  3. STOA Architects
  4. DAG Architects, Inc.
Actual Fees were negotiated with Quina Grundhoefer Architects, P.A. as required by F.S. 287.055 on September 30, 2015 for an agreed upon amount of $135,000.

LEGAL CONSIDERATIONS/SIGN-OFF:
Attorney Standard Form of Contract Form G, Consulting Services for Stand-Alone Services.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

Quina Grundhoefer Architect, P.A. provided their initial fee proposal dated Friday, September 25, 2015, based on the scope of work in the solicitation.  Negotiations were held on Monday, September 28, 2015 and Wednesday, September 30, 2015.  The second negotiations meeting established the final and best offer of $ 135,000.              .
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Services and Purchase Order.
