RECOMMENDATION:
Recommendation Concerning Commercial Sign Grant Program Funding Agreement for 3201 Mobile Highway - Keith T. Wilkins, Community and Environment Department Director

That the Board take the following action concerning the Commercial Sign Grant Program Funding Agreement for the property located at 3201 Mobile Highway:

A.  Approve the Commercial Sign Grant Program Funding Agreement between Escambia County CRA and Dang & Nguyen Enterprise LLC , owners of commercial property located at 3201 Mobile Highway, Pensacola, Florida, in the Brownsville Redevelopment District, in the amount of $1,926, representing an in-kind match through the CRA Brownsville TIF, Fund 151, Cost Center 220515, Object Code 58301, and/or Neighborhood Enterprise Division (NED) 2009 Community Development Block Grant (CDBG), Fund 129, Cost Center 220410, Object Code 58301, to install new signs; and

B.  Authorize the Chairman to sign the Funding Agreement and any related documents necessary to implement this Grant award.
BACKGROUND:
On June 25, 2015, a CRA meeting was convened to consider approval of the aforementioned actions between the Escambia County CRA and Dang & Nguyen Enterprise, LLC.  A rendering of the project is attached.
BUDGETARY IMPACT:
Funding for the Grant will be provided through the CRA Brownsville, Fund 151, Cost Center 220515, Object Code 58301, and/or NED 2009 Community Development Block Grant (CDBG), Fund 129, Cost Center 220410, Object Code 58301.
LEGAL CONSIDERATIONS/SIGN-OFF:

The Funding Agreement was reviewed and approved as to form and legal sufficiency by Kristin Hual, Assistant County Attorney.

PERSONNEL:
Community and Environment Department/Community Redevelopment Agency (CED/CRA) staff will handle this Grant award.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for disbursement of funds to all private individuals or outside agencies.
IMPLEMENTATION/COORDINATION:
CED/CRA staff, in coordination with the property owner(s), handles all implementation tasks. CED/CRA staff will monitor the work in progress and will be responsible for compiling the necessary documentation prior to the Grant award.
