RECOMMENDATION:
Recommendation Concerning a Vehicle Weight Restriction on North Highway 95A and on West Pinestead Road - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning a vehicle weight restriction on North Highway 95A and West Pinestead Road:

A. Adopt the Resolutions imposing the following regulations governing the movement of traffic and load and weight limits, implemented by the County Engineer, in accordance with Ordinance 2003-26:

1. Vehicle Weight Restriction on North Highway 95A from Highway 97 to North Highway 29 - no trucks in excess of 10,500 pounds gross vehicle weight, except trucks servicing or having business within the described area;

2. Vehicle Weight Restriction on West Pinestead Road from Pensacola Boulevard (US Hwy 29) to end of road - no trucks in excess of 10,500 pounds gross vehicle weight, except trucks servicing or having business within the described area;

B. Acknowledge that any current prohibition exemption letters issued by the County are to be null and void; and

C. Authorize the Chairman to sign the Resolutions.

 
BACKGROUND:
The Board is authorized under Sections 316.006 (3) (a, b), 316.008 (1) (m, n), 316.515 and 316.555 of the Florida Statutes (2004), to establish regulations on county roadways and streets.

Chapter 94, Article 1, Section 94-1 Escambia County Code of Ordinances authorizes the County Engineer to place limits on the size and/or class of vehicles on county roadways and streets. This authorization requires the County Engineer to file for Board ratification by Resolution, quarterly, a list of all limitation orders established under this section.

As a result of citizen complaints that heavy trucks utilize the above-referenced portions of N. Highway 95A and on W. Pinestead Road, County Transportation & Traffic Operations staff performed evaluations of roadway conditions and determined that a vehicle weight restriction is recommended for public safety and convenience. Trucks weighing in excess of 10,500 pounds gross vehicle weight will continue to have access to Highway 29 (State Road 95) and Nine Mile Road (SR 10).

During the October 17, 2013, Committee of the Whole, Commissioner Barry requested that the Board take no action until after he and the previous Assistant County Administrator, Larry Newsom, met with Tommy Barfield, District Secretary, Florida Department of Transportation, on November 5, 2013, to discuss the installation of a fully-functioning traffic signal at the intersection of Highway 97 and Highway 29, relative to the October 10, 2013, C/W recommendation that the Board adopt a Resolution imposing a truck prohibition on Highway 95A, from Highway 97 to Highway 29.

Attached are three prohibition exemption letters.  These will be null and void as a result of this Board action.  However, please note that the weight restriction Resolution allows trucks and large vehicles servicing or having business within the described portions of roadway to use the roadway.

IMPLEMENTATION/COORDINATION:
Transportation & Traffic Operations staff has previously placed signs in conspicuous locations at each entrance to the locations described above. A copy of the Resolutions will be forwarded to the Sheriff’s Department upon adoption.
