Recommendation Concerning the Florida-Alabama Transportation Planning Organization - Fiscal Years 2017-2021 Project Priorities - Joy D. Blackmon, P.E., Public Works Department Director

That the Board review and discuss the proposed changes to the Florida-Alabama (FL-AL) Transportation Planning Organization (TPO) Fiscal Years 2017-2021 Project Priorities for transportation projects located within unincorporated Escambia County.
BACKGROUND:
Annually, the TPO reviews and adopts transportation project priorities in July for submittal to Florida Department of Transportation (FDOT) by August 11th. This document is part of the Transportation Improvement Program (TIP) development process. The purpose of the Project Priorities is to ensure that transportation projects programmed by FDOT in the Five-Year Work Program are consistent with local needs and plans for the TPO planning area. Escambia County Transportation and Traffic Operations (TTO) Staff developed a matrix formula that factors in congestion (current and future Annual Average Daily Traffic (AADT)), project costs and constructability. After calculating the factors and considering the current TPO Project Priority rankings, the priority shifts listed below are the results of the formula generation. None of the recommended priority changes impact any other local government’s project rankings; this is simply a shift in the Escambia County projects listed on the FL-AL TPO Non-Strategic Intermodal System (SIS) Capacity Projects List.

Below are the recommended changes to the FL-AL TPO Non-SIS Capacity Projects List:
  • Nine Mile Road (Mobile Highway to Beulah Road) – Remain #7 (#’s 1 to 6 are the annual box funds, so #7 is essentially the #1 project priority)
  • Burgess Road (US 29 to I-110 overpass) – Remain #8
  • US 29 Connector (Nine Mile Road to US 29) – Move to #10 from #23
  • Blue Angel Parkway (Sorrento Road to US 98) – Move to #14 from #22
  • Gulf Beach Highway (Fairfield Drive to Navy Boulevard) – Move to #15 from #14
  • Gulf Beach Highway (Blue Angel Parkway to Fairfield Drive) – Move to #16 from #15
  • Express Bus Route (Pensacola to Navarre) – Remain #21
  • Ninth/Langley/Tippin – Move to #22 from #24
  • Pinestead Road – Longleaf Drive (Pine Forest Road to US 29) – Move to #23 from #10
  • Sorrento Road (Innerarity Point Road/Gulf Beach Highway to Blue Angel Parkway) – Move to #24 from #16
  • Perdido Key Drive (Alabama State Line to Innerarity Point Road/Gulf Beach Highway) – Remain #25
The only other recommended project priority change falls under the FL-AL TPO Bicycle/Pedestrian Projects List, and the recommended change is to move the SR 292 (Perdido Key Drive) Sidewalks Project to the #1 Bike/Pedestrian Project. The recommended change also includes amending the project description to allow for a 10’ shared-use path on the north side and 5’ sidewalks for the majority of the south side of Perdido Key Drive. The shift to #1 would slide the current #1 project, which is the SR 30 (Navy Boulevard) Sidewalks Project, down to #2.
