RECOMMENDATION:
5:31 p.m. Public Hearing for consideration of adopting an Ordinance amending the Barrancas Overlay District.

Recommendation:  That the Board take the following action concerning the adoption of the Ordinance amending the Barrancas Overlay District:

A. Adopt an Ordinance of Escambia County, Florida, amending Part III of the Escambia County Code of Ordinances, the Land Development Code of Escambia County, Florida, as amended; amending Chapter 3, Article 3, “Overlay Districts,” Section 3-3.3, to amend certain Site and Building Requirements in Medium Density Residential (MDR) or High Density Residential (HDR) zoning within the Barrancas Overlay District; providing for severability; providing for inclusion in the Code; and providing for an effective date; and

B. Authorize the Chairman to execute the Ordinance.
BACKGROUND:

On June 2, 2015, a Planning Board Meeting was held for a Public Hearing at 8:30 A.M. to review and recommend an Ordinance amending Chapter 3, Article 3, "Overlay Districts" within the Barrancas Overlay District. 

On June 2, 2015, the Board approved to schedule and advertise a Public Hearing at 5:31 p.m. on July 7, 2015 concerning the adoption of an Ordinance amending the Barrancas Overlay District.

On July 7, 2015, the Board conducted a Public Hearing concerning the adoption of an Ordinance amending the Barrancas Overlay District.  A copy of the Ordinance is attached.

 

BUDGETARY IMPACT:

There is no budgetary impact.

LEGAL CONSIDERATIONS/SIGN-OFF:

County Attorney's office had reviewed and signed-off the original Ordinance as to form and legal sufficiency.

PERSONNEL:

There is no additional personnel needed to carry out this process.

POLICY/REQUIREMENT FOR BOARD ACTION:

Conduct a Public Hearing to amend an Ordinance within the Land Development Code is in compliance with the Board guidelines and procedures.

IMPLEMENTATION/COORDINATION:
The draft Ordinance was prepared in cooperation with the Development Services Department, the County Attorney's Office, Planning Board, all Taxing Authority Officials and all interested citizens.  The CRA staff will coordinate the process for the implementation and coordination. CRA staff will ensure proper advertisement.
