RECOMMENDATION:
Recommendation Concerning the Emerald Coast Utilities Authority Resolution NO. 15-04, Adopted by the Emerald Coast Utilities Authority on May 28, 2015, to Build, Operate and Maintain a Single Stream Materials Recovery Facility (MRF) in Escambia County, Florida - Patrick T. Johnson, Solid Waste Management Department Director

That the Board adopt the Resolution providing for approval of the Emerald Coast Utilities Authority (ECUA) Resolution NO. 15-04, adopted by the ECUA on May 28, 2015, for the purpose of building, operating, and maintaining a Single Stream Materials Recovery Facility (MRF) in Escambia County, Florida, on an interim and temporary basis.
BACKGROUND:
The Emerald Coast Utilities Authority (ECUA) presently transports its source separated recyclables, collected in Escambia County, to a Materials Recycling Facility (MRF) located in Montgomery, Alabama, which is the closest MRF capable of processing the volume of source separated recyclables collected by ECUA.  This contract will expire in May, 2016 and may or may not be renewed.   The adoption of this Resolution provides a viable option to maintain recycling services for the citizens of Escambia County.

LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's Office has prepared and approved the resolution as to form and legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:
Chapter 2001-324, § 5(c)(1), Laws of Florida, provides that ECUA may seek approval to provide, operate and maintain resource recovery systems from the Board of County Commissioners, as the governmental body of the jurisdiction in which the resource recovery system shall serve. 
IMPLEMENTATION/COORDINATION:

The Clerk's Office will forward a copy of this Resolution to Stephen Sorrell, Executive Director, Emerald Coast Utilities Authority.
