RECOMMENDATION:
Recommendation Concerning Solid Waste Processing and Recycling Services - Patrick T. Johnson, Solid Waste Management Department Director

That the Board take one of the following actions concerning the Emerald Coast Utilities Authority/Escambia County (ECUA/County)Evaluation/Selection Committee Recommendation for Solid Waste Processing and Recycling Services:

A. Approve the ECUA/County Evaluation/Selection Committee recommendation to enter into detailed negotiations with Mustang Renewable Power Ventures to develop a contract for Solid Waste Processing and Recycling Services;

B. Evaluate the feasibility of constructing a single-stream recycling facility, in the event the mixed waste processing is deemed to be unworkable; or

C. Take some other action.
BACKGROUND:
On November 13, 2014, Emerald Coast Utilities Authority (ECUA) joined with Escambia County to issue a joint Request for Qualifications (RFQ) for Solid Waste Processing and Recycling Services.  On December 18, 2014, the ECUA received seven responses to the Solid Waste Processing and Recycling RFQ.  An RFQ Evaluation/Selection Committee was created, consisting of two representatives from ECUA and Escambia County respectively and a representative from the Escambia County Chamber of Commerce. 

The Committee met in December 30, 2014 to begin review an discussion of the seven proposals.  During that meeting and based on comparing the responses to the RFQ's minimum requirements, the committee agreed to a short-list of four vendors to have more detailed discussion.  During meetings held on January 13-15, 2015, the Committee heard in-person presentations from the four short-listed vendors.  Following these meetings, the four vendors were split into two groups based on the rankings of the four presentations by Committee members: Tier A consisting of Mustang Renewable Power Ventures (Mustang) and Infinitus Energy (IREP); and Tier B consisting of Envision Waste Services and Wheelabrator Technologies.  The Committee decided to continue discussions with the Tier A vendors and hold the Tier B vendors in reserve in the event further evaluation of Tier A vendors was not productive.  The Tier A vendors were brought back for a full day of presentations and discussions with the Committee on February 19 and 20, 2015.  Additional Committee meetings were held on April 13, May 5, and June 8, 2015 to discuss questions to and responses from the Tier A vendors.  Based on the responses received at the June 8, 2015 meeting, the Committee agreed to recommend to the ECUA Board and the Escambia County Board of County Commissioners (BCC) entering into detailed negotiations with Mustang. The signed proposal is attached giving the complete outline of the Committee's actions.

LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's Office will review the contract when negotiation has been completed.
PERSONNEL:

The Committee consists of two respesentatives from the ECUA, two representatives from Escambia County, and a representative from the Chamber of Commerce.
  

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required before entering into contract with any entity.
IMPLEMENTATION/COORDINATION:
Emerald Coast Utilities Authority and Escambia County Staff will move forward based upon the Board's decision.
