RECOMMENDATION:
Recommendation Concerning Donation of Two YSI Multiparameter Water Samplers to the Escambia County School District/Booker T. Washington High School - Patrick T. Johnson, Solid Waste Management Department Director

That the Board take the following action concerning the disposition of surplus equipment and donation of two YSI Multiparameter Water Samplers, Property Number 051144, Serial Number 02H0703AH, (Solid Waste Management Department) and Serial Number 08B100972, (Property Number Not Assigned), (Community & Environment Department), to the Escambia County School District, for use in the Marine Science Academy and the Marine Program, at Booker T. Washington High School and West Florida Technical High School, respectively:

A. Approve the Request for Disposition of Property Forms for the Solid Waste Management and Community & Environment Departments, for the YSI Multiparameter Water Samplers, which are no longer needed for County purposes, to be appropriately disposed of through donation to the Escambia County School District;

B. Adopt a Resolution authorizing the conveyance of tangible personal property to the Escambia County School District for use by the Marine Science Academy and the Marine Program, at Booker T. Washington High School and West Florida Technical High School, respectively; and

C. Authorize the Chairman to sign the required documents related to the donation.
BACKGROUND:
Edward J. Bauer, Director and Instructor of the Marine Science Academy (MSA) at Booker T. Washington High School, submitted a letter to the Community & Environment Department/Water Quality Division, concerning the County donating the meters to the Academy. The meters will be used by students of both Booker T. Washington High School and West Florida Technical High School, participating in the "Bring Back the Bayous Project". Students will measure water parameters at Bayou Texar and Perdido Bay on a bi-weekly basis. Results of the sampling will be presented and made available via the MSA website.

Florida Statutes, Section 274.06, authorizes the Board to dispose of certain tangible property, the value of which it estimates to be under $5,000, in the most efficient and cost-effective means it determines.  These meters have exceeded their useful life, (one being older than thirteen (13) years old), and have been replaced by a newer model.

LEGAL CONSIDERATIONS/SIGN-OFF:
Stephen West, Assistant County Attorney, approved the resolution as to form and legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:
Florida Statutes require Board action in order for the conveyance of County property. 
IMPLEMENTATION/COORDINATION:
The Solid Waste Management and Community and Environment Departments will coordinate the donation of the meters to the School District after all paperwork has been finalized.
