RECOMMENDATION:
Recommendation Concerning Remediation and Property Restoration Services for Escambia County, Florida, PD 14-15.058 - Stephan Hall, Management and Budget Services Interim Department Director

That the Board award Contract PD 14-15.058, Remediation and Property Restoration Services for Escambia County, Florida, to the following firms, and approve and authorize the Chairman to sign the Agreements between Escambia County and the following firms, listed in order of priority for contacting the firm(s) immediately following emergencies:

A. ServiceMaster Recovery Management;

B. Belfor USA Group, Inc.; and

C. Complete DKI.

[Funding:  Fund determination will be made by the Board of Commissioners at the time of the emergency purchase]
BACKGROUND:
Contingency Contracts are for Property Remediation and Restoration Services Immediately Following an Emergency Declaration. This contract award does not indicate that a Purchase Order is being issued at this time.  

Catastrophic loss from disasters such as hurricanes, tornadoes, flooding, and fire are a constant threat for Escambia County.
When disaster strikes,  it is imperative that our response be swift and the situation be brought under effective control to prevent further damage to our facilities and to hasten the County’s recovery. Re-establishment of governmental functions and providing service to the public in a rapid and responsible manner is our primary goal. Controlling the costs associated with doing so during a period of emergency requires prior planning and due diligence to avoid unnecessary expenditures and delays in resuming normal operations.

The Request for Proposals PD14-15.058 advertised in the Pensacola News Journal on May 25, 2015, Seven firms were notified on May 25, 2015 and responses were received from seven firms on June 8, 2015.   A selection committee convened on June 11, 2015.   Of the seven companies responding to the Request for Proposal (RFP) the committee selected Service Master Recovery Management, Belfor USA and Complete DKI to be placed in a non-compensable 24/7 emergency response status for the terms of this contract.   The committee then ranked these three companies with Service Master Recovery Management being the ranked number one, Belfor USA number two and Complete DKI number three.  In the event of a declared Federal, State or Local emergency, the County Administrator will have the ability to act immediately and call upon the number one ranked company and if necessary, the other two companies to respond immediately and initiate property remediation and restoration services at County owned buildings.  The execution of this agreement does not indicate that a Purchase Order is being issued at this time.
BUDGETARY IMPACT:
Funding will be determined by the Board of Commissioners at the time of emergency purchase.

The standard form contingency Contract was reviewed and updated by Kristin Hual, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County, FL, Code of Ordinances, Chapter 46, Article II, Purchases and Contracts, Section 93 - Emergency Purchases.
IMPLEMENTATION/COORDINATION:

The Office of Purchasing will distribute the Contracts. Purchase Orders will be issued at the time of the emergency declaration.
