That the Board approve and authorize the County Administrator to execute the following Change Order to HDR Engineering, Inc. on Contract PD 02-03.79, for "Professional Engineering and Surveying Services for the Delano Street Drainage Project":

BACKGROUND:
Meeting in regular session on February 3, 2005, the Board approved awarding a Task Order PD 02-03.79.26.ENG on Contract PD 02.03.79 to HDR Engineering, Inc. to provide engineering and surveying services for the Delano Street Drainage Project, for $111,207.72. 

The services under this contract for a drainage study and Hazard Mitigation Grant Program (HMGP) grant application have been delayed by Real Estate acquisition issues and responses to "Requests for Information" (RFI) by the Florida Department of Emergency Management (FDEM), primarily associated with those real estate acquisition concerns. One of the potential pond sites included in the original application, referenced as the Iron Triangle property, could not be successfully acquired. In an effort to address FDEM comments, two (2) additional pond site properties were identified and the property owners have signed "Notice of Voluntary Interest" forms, agreeing to negotiate sale of the property to the county. The two ponds are planned to be substituted for the Iron Triangle property and will provide the required stormwater management facilities to accommodate the grant application requirements for funding approval. 

This Change Order, #8, provides for additional study, evaluation, grant application revisions, and allows time to complete this work, as necessary to submit for final HMGP grant approval. 

Previous Change Orders 1-4 and 6 were for time extensions, to pursue pond property acquisitions of other pond sites, included in the grant application. Change Orders 5 and 7 were additions to the original Scope, to consider other alternate pond sites to be evaluated in the study area. The total cost for these additional services will increase the Task Order by $29,557.52 to a total of $190,580.11. This work is to be completed in 340 days, and allows for grant application follow-up and time for FDEM to ultimately forward the completed grant package to the Federal Emergency Management Agency (FEMA). This Change Order sets the new completion date as February 14, 2016, and will require Board approval, since the accumulated Change Orders exceed $50,000.
BUDGETARY IMPACT:
Funding for this projects is available in Fund 352 "Local Option Sales Tax III", Cost Center 210107/56301, Project No. 12EN1763.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
