RECOMMENDATION:
Recommendation Concerning the Health Data Exchange Participation Agreement between Escambia County and ESO Solutions, Inc., for Shared Use of Medical Data Specific to EMS - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Health Data Exchange Participation Agreement between Escambia County and ESO Solutions, Inc., for the provision of allowing ESO Solutions, Inc., and Escambia County to share medical data specific to Emergency Medical Services (EMS) and receive outcome data back:

A. Approve the Health Data Exchange Participation Form, effective June 25, 2015, and continuing for a term of one year, to be automatically renewed for successive twelve-month periods until terminated by either party; and

B. Authorize the Chairman to sign the Agreement.
 
BACKGROUND:
Escambia County EMS has been working with West Florida Hospital on a project to share patient care data electronically for over one year.  One company who has the ability to provide these services has contracted with WFH and their product is call HDE or Health Data Exchange. This product will allow ECEMS to transmit our patient care information directly into West Florida Hospital’s patient records reporting system.  By doing so, the hospital gets pertinent medical information they need to meet State and Federal reporting requirements. It will allow physicians to see what our crews initially treated and the subsequent results of that treatment provided to the patients prior to arrival at the hospital. All of this will assist in the continued care of the patient. 

The two main benefits for ECEMS is the ability to get accurate demographic information needed for billing purposes, as well as, the final outcome of the patients. This will assist EMS and our Medical Director in the development of future protocols and procedures to better provide evidence based treatments and procedures to the citizens in Escambia County.

The initial cost of this program is being paid for by West Florida Hospital for the first year. The cost will be minimal to EMS in the outlying fiscal years to maintain the program.  Lastly, it will help reduce storage space and security issues related to paper records and HIPAA requirements. The sharing of this information electronically will benefit ECEMS greatly for years to come.

Assistant County Attorney Kristen Hual approved the documentation as to form and legal sufficiency on May 5, 2015.

POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements require approval by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon Approval and proper executions, Tamika L. Williams, Public Safety Business Operations Manager, will ensure the appropriate originals are returned for file, Pat Kostic, EMS Division Manager, will oversee the implementation of the Agreement and work in close cooperation with ESO Solutions, Inc., representatives.
