RECOMMENDATION:

Recommendation Concerning the Memorandum of Agreement with the Florida Fish and Wildlife Conservation Commission Establishing a Partnership - Keith T. Wilkins, Community & Environment Department Director

That the Board adopt and authorize the Chairman to sign the Resolution approving the Memorandum of Agreement (MOA), FWC Contract No. 14373, with the Florida Fish and Wildlife Conservation Commission (FWC) establishing a partnership for the Annual Kids' Fishing Clinic, and the Lionfish Awareness Day Festival and Tournament.

BACKGROUND:

Escambia County Community & Environment Department's Marine Resources Division and FWC work on similar projects and issues, including coordinating and conducting kids' fishing clinics, collecting fish samples from the Oriskany Reef, and other resource management and outreach/educational activities. For example, the Kids' Fishing Clinics provide instruction regarding safe and ethical fishing to local children of all ability levels while the Lionfish Removal and Awareness Day is a partnership and collaboration to facilitate effective lionfish removal efforts since lionfish are a serious threat to Escambia County's marine resources.

The MOA will provide mutually beneficial support in respective efforts to provide local knowledge and expertise on issues that affect the health and accessibility of Escambia County's marine, freshwater, and coastal resources. There are no county funds associated with the MOA as the County's contributions will be in-kind and to allow for the County's logo to be used in association with promotion of and literature for the events.

BUDGETARY IMPACT:

No budgetary impact associated with the Resolution.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Resolution and MOA were reviewed and approved as to form and legal sufficiency by Meredith Crawford, Assistant County Attorney.

PERSONNEL:

No additional personnel required associated with this Resolution.

POLICY/REQUIREMENT FOR BOARD ACTION:

Board Policy 1.A.6. requires that Resolutions be adopted by the Board.

IMPLEMENTATION/COORDINATION:

Escambia County Community & Environment Department, Marine Resources Division, will coordinate with FWC as it relates to the Resolution and terms of the MOA.
