| RECOMMENDATION: |
Recommendation Concerning the Ten Mile Creek Stream Stabilization Project - Stephan Hall, Management and Budget Services Interim Department Director
That the Board ratify the County Administrator's signature on the Agreement between Escambia County and Volkert, Inc., and ratify the issuance of the Purchase Order to Volkert, Inc., per the terms and conditions of PD 14-15.039, Ten Mile Creek Stream Stabilization Project, for a lump sum of $111,962 and optional services of $64,335, for a total of $176,297.

| BACKGROUND: |
Thursday, April 9, 2015, the Board took action "concerning the United States Department of Agriculture (USDA) Natural Resources Conservation Services (NRCS) Emergency Watershed Project (EWP) Program Project Agreement" and "authorized the County Administrator, the Chairman, or Vice Chairman to execute the appropriate document to award Design and Construction Documents for the NRCS projects".
Request for Letters of Interest, PD 14-15.039, Ten Mile Creek Stream Stabilization Project were publicly noticed on Monday, February 23, 2015 to one hundred seventy known firms. Responses were received from four firms on Monday, March 9, 2015. Volkert, Inc. was ranked #1 by the Selection Committee.
Volkert, Inc. provided their initial fee proposal dated, Tuesday, April 14, 2015, based on the scope of work in the solicitation as a lump sum amount of $262,657. Negotiations were held on Thursday April 16, 2015 and Monday, April 20, 2015. The second negotiations meeting established a total fee of $176,297. |

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
