RECOMMENDATION:
Recommendation Concerning the Purchase of Four Vehicles for the Facilities Management Department - David W. Wheeler, CFM, Facilities Management Department Director

That the Board authorize the County to piggyback off of the Florida Sheriff's Association/Florida Association of Counties & Florida Fire Chiefs' Association Automotive Contract 14.22.0904 chassis/14.22.0904, and award Purchase Orders for three 2015 Ford Transit T-250 Cargo Vans and one 3/4 Ton Extender Cab Pickup Truck, for the Facilities Management Department, to Duval Ford Fleet Sales, in the amount of $110,454, according to specifications in VE 14-15.011, VE 14-15.012, and VE 14-15.013.

BACKGROUND:
In January 2015, Budget Amendment 032 made funds available for Facilities Management to purchase four replacement vehicles.  The asset identification numbers being replaced are 49693, 52347, 53184 and 53185.  A quote was obtained by Duval Ford Sales for the purchases based on the specifications in VE14-15.011, 012, and 013.   Purchasing then posted the request on the Escambia County website beginning March 19, 2015 for a period of 30 days. No other quotes were received on this posting.  The current low bidder is Duval Ford Fleet Sales.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County, FL Code of Ordinaces, Chapter 46, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval, and Award a Purchase Order.

In an effort to encourage competition from local businesses and in compliance with Board adopted policy this purchase was advertised on the County's website for 30 days.  There were zero responses.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue a Purchase Order for each vehicle separately.
