RECOMMENDATION:
Recommendation Concerning the Conveyance of a Temporary Easement to the Florida Department of Transportation for the Bluff Springs Road Bridge Improvement Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the conveyance of a Temporary Easement to the State of Florida Department of Transportation (FDOT) for their planned Bluff Springs Road Bridge Improvement Project:

A. Adopt the Resolution authorizing the conveyance of a Temporary Easement to FDOT for their planned Bluff Springs Road Bridge Improvement Project; and

B. Authorize the Chairman to execute the Easement, Resolution, and all other documents related to the conveyance, subject to Legal review and sign-off, without further action of the Board.

BACKGROUND:
The Florida Department of Transportation (FDOT) has a project designed to make improvements to the bridge located on Bluff Springs Road in the north end of the county, and is requesting that the county convey a Temporary Easement to facilitate their project. FDOT will be responsible for all costs associated with this request, including the recording of documents.  

Staff has reviewed this request and determined that the conveyance of this easement will have no adverse impact to the county and so have no objections to the conveyance of the easement.
BUDGETARY IMPACT:
All costs associated with accepting and recording of documents will be borne by FDOT.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Easement and Resolution were approved as to form and legal sufficiency by Stephen West, Senior Assistant County Attorney.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139, Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, Staff will maintain compliance with Section 46-139 of the Escambia County Code of Ordinances.
