RECOMMENDATION:
Recommendation Concerning an Amendment to the 2010 and 2011 HUD Annual Action Plans for the HOME Investment Partnerships Program - Keith T. Wilkins, Community & Environment Department Director

That the Board take the following action concerning an Amendment to the 2010 and 2011 HUD Annual Action Plans for the HOME Investment Partnerships Program (HOME):

A. Approve, subject to Legal review and sign-off, the Amendment to the 2010 and 2011 HUD Annual Action Plans for the HOME Investments Partnerships Program (HOME) allowing for Community Housing Development Organization (CHDO) funds to be utilized for development of affordable single family units for homeownership or affordable rental units either through new construction or acquisition and rehabilitation of substandard units; and

B. Authorize, subject to Legal review and sign-off, the Chairman or County Administrator to sign the Amendment.

BACKGROUND:
The HOME program mandates that 15% of funding allocated to a local jurisdiction be set aside for development of affordable housing by Community Housing Development Organizations (CHDOs). Historically, the Escambia Consortium, comprised of Escambia County, the City of Pensacola, and Santa Rosa County, directed their CHDO funding for rental development only during their Annual Plan which is approved annually by the local jurisdictions (see Exhibit I). Approval of this Amendment will broaden future requests for proposals to also allow for development of single family units for homeownership, either through new construction or acquisition and rehabilitation. No funds are being redistributed through this Amendment, only a broadening of potential beneficiaries as determined through future requests for proposals. The addition of an affordable homebuyer component with the CHDOs is in keeping with the current Consolidated Plan priorities and objectives and is an eligible CHDO activity.

An advertisement announcing this Amendment (Exhibit II) was published on March 30, 2015 allowing for public comments through May 6, 2015, which meets the minimum 30 day comment period requirements per HUD. No comments were received.
BUDGETARY IMPACT:
No funds are being committed through this action. Any commitment of HOME funds will be issued through a competitive Request for Proposals through Purchasing.
LEGAL CONSIDERATIONS/SIGN-OFF:
No impact.
PERSONNEL:
No impact to personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
Any substantial changes to the HUD Annual Action Plan requires a minimum of 30 days for public comments and must be approved by the Board of County Commissioners before implementation.
IMPLEMENTATION/COORDINATION:
Approval of this Amendment will allow Neighborhood Enterprise Division (NED) staff to issue a broader Request for Proposals to CDHOs to help meet affordable housing needs in the Consortium.
