RECOMMENDATION:
Recommendation Concerning Roadway and Drainage Improvements - 3rd Street between Winthrop Avenue and Commerce Street - Stephan Hall, Management and Budget Services Interim Department Director

That the Board award Contract PD 14-15.047, for the Roadway and Drainage Improvements - 3rd Street between Winthrop Avenue and Commerce Street, to Principle Properties, Inc., in the amount of $337,737.

BACKGROUND:
The Office of Purchasing advertised the Solicitation in the Pensacola News Journal March 23, and March 30, 2015.Twenty-one firms were notified on March 23, 2015. Seven bids were received on April 15, 2015. Principle Properties Inc. is the lowest responsive bid. This area of 3rd Street between Winthrop Avenue and Commerce Street has experienced historical flooding during significant storm events.  Design plans were initiated on February 14, 2014.  Several residents have experienced yard and some house flooding.  Flooding has occurred on numerous occasions including during Hurricane Ivan, May 2005, June 2012, and as recent as September 24, 2013.  Finished floor elevations of several homes in the area are below the pavement of 3rd Street and it appears that throughout the years the road was resurfaced with several inches of asphalt overlay. The existing pipes and a number of inlets are inadequate to convey storm water during these significant storm events.  Asphalt/base repair and rebuilding has been recommended.  Installation of sanitary sewer to service approximately fifteen homes in the area is also proposed and will be reimbursed by Emerald Coast Utilities Authority (ECUA).  The design for this project had already started before the April 2014 storm event and there was no major flooding or damage due to the storm in the immediate area.

IMPLEMENTATION/COORDINATION:
