| RECOMMENDATION: |
Recommendation Concerning a Contract for State Lobbyist Services for Escambia County, Florida - Stephan Hall, Management and Budget Services Interim Department Director
That the Board award Contract PD 14-15.025, for State Lobbyist Services for Escambia County, Florida, to Gentry & Associates, LLC, for an annual amount of $60,000, for a term of 36 months, with an effective date of July 1, 2015, and authorize the Chairman to execute the Agreement for Professional Lobbyist Services, PD 14-15.025, for Escambia County, Florida.

| BACKGROUND: |
The request for proposals PD14-15.025 for State Lobbyist Services was advertised in the Pensacola News Journal on Monday, January 26, 2015. Four firms were notified on January 26, 2015. Three responses were received February 24, 2015. The Proposal Review Committee met on March 4, 2015, and on March 18, 2015. The firm of Gentry & Associates was selected by the Proposal Review/Selection committee for the award of contract PD14-15.025 after the review and ranking of all three firms on March 18, 2015.
Negotiations were completed on April 8, 2015. Gentry & Associates is the current contractor for State Lobbyist services and will continue at the current rate. |

| This recommendation is in compliance with Escambia County Code of Ordinance Chapter 46, Article II, Purchases and Contracts. This Contract has been approved for usage by the Gulf Coast Purchasing Cooperative.The request for proposals PD14-15.025 for State Lobbyist Services was advertised in the Pensacola News Journal on Monday, January 26, 2015.
