Recommendation Concerning Consulting Services for Jail Medical - Michael A. Tidwell, Corrections Department Department Director

That the Board authorize a Purchase Order to Alliance Medical Management, for Consulting Services for Jail Medical, not to exceed $35,000.

BACKGROUND:

Alliance Medical Management, Inc. has over 30 years experience in the field of correctional health care. They have extensive experience performing inmate health care reviews, RFP development and contract negotiations specific to the State Laws, Correctional Standards and Operational issues unique to Florida. The goals of this project will be to analyze the current cost of medical operations as a cost per inmate. Report on the expected cost per inmate for alternatives such as privatization while assuring that the system would meet all relevant constitutional and qualitative standards for care, and to report and recommend options versus a self-operation with evaluations of each, which will be completed in two phases.

Phase I will produce: A Report on available cost and utilization data that documents current health care cost drivers and trends, a survey of relevant best practices and benchmark cost data from other correctional systems, a comprehensive health care system cost analysis that identified opportunities for cost savings, and a report that details specific cost containment initiatives, contract modifications, and management practices whether as a self-operation or a privatization.

Phase II will produce: Assistance in the preparation of RFP's based on the options from its Phase 1 evaluation. It will also provide the technical assistance with the review of the submitted proposals and coordinate the Selection committee/process.

POLICY/REQUIREMENT FOR BOARD ACTION:

A Request for Quotes for Consultant for Medical Facilities at the Jail were sent out by the Purchasing Department to 4 consulting firms via e-mail with only two responses received. The firm chosen to provide the consulting services is Alliance Medical Management, Inc. based on their extensive experience in the requested functions outlined in the Request for Quote.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Puchase Order.
