RECOMMENDATION:
Recommendation Concerning the 2015 Grant Application for the MacArthur Grant for Escambia County Corrections Department - Michael A. Tidwell, Corrections Department Director

That the Board approve and ratify the submission of the 2015 Grant Application for the MacArthur Grant, as part of the MacArthur Foundation’s Safety and Justice Challenge, in the amount of $2,000,000, that will be used for re-entry programs with Re-Entry Alliance Pensacola, Inc. 
BACKGROUND:
On March 30, 2015, Re-Entry Alliance Pensacola, Inc., submitted an application for a MacArthur Grant in the amount of $2,000,000, when the MacArthur Foundation’s Safety and Justice Challenge announced an initial five-year, $75,000,000 investment that seeks to reduce over-incarceration by changing the way America thinks about and uses jails. The Safety and Justice Challenge will support cities and counties across the country seeking to create fairer, more effective local justice systems that improve public safety, save taxpayer money, and lead to better social outcomes. If awarded the Grant, the Corrections Department and the Re-Entry Alliance Pensacola, Inc., will be implementing  programs on effective ways to keep people out of jail whose to public safety can be effectively managed in the community, and provide those who are confined in jails an improved chance to succeed when they go home.
BUDGETARY IMPACT:
No County funds are required for this grant.

PERSONNEL:
If awarded the MacArthur Grant, the Corrections Department Director will contribute 20% of his time to the program.
POLICY/REQUIREMENT FOR BOARD ACTION:

IMPLEMENTATION/COORDINATION:
Deadline for submittal of the application was March 31, 2015 with selected jurisdictions to be announced in May 2015.  If awarded the Corrections Department and ReEnty Alliance Pensacola, Inc. will handle any subsequent matters related to the application and/or possible award.
