| RECOMMENDATION: |
Recommendation Concerning Contract Award for Section 5 Cell 1A Design - Stephan Hall, Management and Budget Services Interim Department Director
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County and Jones Edmunds & Associates, Inc., per the terms and conditions of PD 14-15.022, Section 5 Cell 1A Design, for a lump sum of $460,000, for tasks Pre-Design, Wetland Mitigation and Stormwater Development. Negotiations are to be held with Jones Edmunds & Associates, Inc., at a later date for the remainder of the proposed fee for Landfill Development, Bid Assistance and Construction Assistance when the project can be better defined.

| BACKGROUND: |
Jones Edmunds and Associates, Inc. will provide the Department of Solid Waste Management (DSWM) engineering services for the Perdido Landfill Section 5 Cell 1A Design. The DSWM is proposing to construct the permitted Section 5 Cell 1A landfill expansion and related stormwater facilities within the next 3 years. Jones Edmunds will provide various engineering tasks associated with the Section 5 Cell 1A expansion including a pre-design evaluation, wetland mitigation, stormwater development, landfill development and finally bid-phase and construction phase tasks. These tasks are expected to be phased over the duration of the project.
The Request for Letters of Interest, PD 14-15.022, Section 5 Cell 1A Design was advertised in the Pensacola News Journal on Tuesday, January 20, 2015, sixteen firms were notified on Tuesday, January 20, 2015. Responses were received from two firms on Wednesday, February 4, 2015. Jones Edmunds & Associates, Inc. was ranked #1 by the selection committee on Wednesday, February 18, 2015. |
