RECOMMENDATION:
Recommendation Concerning the Proposed Change In Hours of Operations at the Escambia County Animal Shelter - Marilyn D. Wesley, Community Affairs Department Director

That the Board approve and authorize the proposed hours of operation at the Escambia County Animal Shelter to serve the public, per the following:

Monday - 11:00 a.m. - 5:00 p.m. (Intake Only - No Adoptions)
Tuesday - Friday - 11:00 a.m. - 5:00 p.m.
Saturday - 10:00 a.m. - 4:00 p.m.
BACKGROUND:
Currently, the public  hours of operation at the Escambia County Animal Shelter is Tuesday thru Saturday, 12 Noon to 6:00 p.m. daily.  The Shelter is closed on Monday.  The request to change the current hours for the public is to provide Monday service allowing residents the opportunity to bring stray animals to the Shelter when found and not having to hold strays for two days and the Shelter will provide Intake as part of this service.  With this change, the Shelter will have the ability to merge two current shifts into one shift for facility operations thereby aiding in the reduction of staff overtime, improving employee safety, and aid in reducing levels of compassion fatigue.  This change will also improve varied levels of customer service by enhancing staffing levels throughout the day.  Also, an analysis of the past operating year was done, and statistics indicates that foot traffic at the Shelter is dramatically reduced after 3:00 p.m. on Saturdays and it appears to be non-seasonal.  Approving this change in hours, the Shelter will be providing service to the public six hour six days a week.

BUDGETARY IMPACT:
There are no anticipated cost increases associated with this change.  This change will actually provide cost savings in employee overtime at the Shelter.
LEGAL CONSIDERATIONS/SIGN-OFF:
N/A
PERSONNEL:
This change will not require an increase in personnel at this time.
POLICY/REQUIREMENT FOR BOARD ACTION:
Per Board policy, hours of operations at County facilities are approved by the Board.
IMPLEMENTATION/COORDINATION:
The Department of Community Affairs/Animal Services Division shall coordinate with the Office of Public Information prior to the implementation date of April 6, 2015.
