RECOMMENDATION:
Recommendation Concerning an Appointment to the RESTORE Act Advisory Committee - Keith T. Wilkins, Community & Environment Department Director

That the Board take the following action concerning an appointment to the RESTORE Act Advisory Committee:

A. Appoint John F. Soule, the Board’s current Alternate #1 member, to the RESTORE Act Advisory Committee, replacing Harlan Butler, an At-Large member, due to his resignation; and

B. Request the County Administrator’s Office send a letter of appointment to John F. Soule, and a letter of appreciation to Harlan Butler.
BACKGROUND:
On October 18, 2012, the Board approved Resolution R2012-150 establishing the RESTORE Advisory Committee. Section 4 of the Resolution addressed the Composition of the Committee consisting of seven members. On January 3, 2013, the Board approved Resolution R2013-5 amending Resolution R2012-150 by increasing the membership of the RESTORE Act Advisory Committee from seven to nine members to further empower the Committee to effectively represent the interests of the residents of Escambia County. At its regular meeting on February 7, 2013, the Board confirmed the following appointments to the RESTORE Act Advisory Committee:
 
  • Escambia County Commissioners’ appointments;
  • An individual representing local environmental advocacy groups;
  • The City of Pensacola’s appointment;
  • Selection of two At-Large appointees; and
  • Selection of Alternate #1 and Alternate #2 to serve only in the event an appointee permanently leaves the Committee.

In a letter dated February 19, 2015, Mr. Harlan Butler, an At-Large appointee, submitted his resignation. Staff contacted Alternate #1, Mr. John F. Soule, to inform him of the resignation and to ascertain his availability and willingness to serve. Mr. Soule has agreed to serve.

There is no budgetary impact associated with this recommendation.

There is no legal impact associated with this recommendation.
PERSONNEL:
There is no impact to personnel associated with this recommendation
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation follows Board Policy Section 1, Part B.1 (Appointment Policy and Procedures).
IMPLEMENTATION/COORDINATION:
Staff will work with Mr. Soule during the transition period and formally introduce him at the next RESTORE Advisory Committee meeting.
