RECOMMENDATION:

Recommendation Concerning the Lease Agreement for Paratransit Vehicles - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Lease Agreement for Paratransit Vehicles:

A. Approve the Lease Agreement for Paratransit Vehicles, which allows the Board of County Commissioners (BCC), acting as the Community Transportation Coordinator (CTC), to lease CTC-owned vehicles to First Transit, Inc., acting as the CTC's Operator, for the amount of $1 per vehicle, for use in the paratransit service in Escambia County; and

B. Authorize the Chairman to sign the Lease Agreement for Paratransit Vehicles.

BACKGROUND:

Meeting in regular session on April 29, 2014, the Board agreed to enter into a Memorandum of Agreement with the Florida Commission for the Transportation Disadvantaged, recognizing Escambia County as the Community Transportation Coordinator (CTC), designated pursuant to Chapter 427, Florida Statutes, to serve the transportation disadvantaged within the designated service area that includes Escambia County. The County, acting by and through Escambia County Community Transportation, now serves as the CTC responsible for coordinating said transportation services.

It is customary for governmental entities acting as the CTC to lease vehicles to the provider for a nominal fee.

LEGAL CONSIDERATIONS/SIGN-OFF:

This Lease Agreement has been reviewed and approved by Kristin Hual, Assistant County Attorney.

PERSONNEL:

N/A

POLICY/REQUIREMENT FOR BOARD ACTION:

These actions are consistent with the provisions of Section 46-139, Escambia County
Code of Ordinances.

IMPLEMENTATION/COORDINATION:

Upon Board approval, this lease will be recorded by the Clerk's office, and Transportation and Traffic Operations staff will liaison with First Transit staff to enact the details of the lease.
