RECOMMENDATION:
Recommendation Concerning the 2015 Grant Application (FL-95-X082-01) for Federal Transit Administration 5307 Flex Funding, in the Amount of $300,000 - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the 2015 Grant Application (FL-95-X082-01) for Federal Transit Administration (FTA) 5307 Flex Funding for Planning and Capital Assistance for Mass Transit Projects for Escambia County Area Transit (ECAT), in the amount of $300,000:

A. Adopt the Resolution authorizing Escambia County to apply for and accept certain Grant awards made by the United States Department of Transportation for the FTA, in the amount of $300,000;

B. Authorize the General Manager of ECAT, to apply for and file the Grant Application via the Federal Transportation Electronic Award and Management System (TEAM); and

C. Authorize the Chairman to sign any other documents associated with this Grant subject to Legal review, and without further action by the Board of County Commissioners.

[Funding:  Florida Toll Revenue Credits cover the match required for this Grant; therefore, no County funds are needed.  However, a Supplemental Budget Amendment to Fund 104 will be required when the Grant has been approved by the FTA]
BACKGROUND:
Effective January 1,1998, Grant Applications and Grant Administration Progress Reports must be submitted electronically via the Transportation Electronic Award and Management (TEAM) System. In accordance with the current FTA Authorization Act, entitled Moving Ahead for Progress in the 21st Century (MAP-21), the Florida Department of Transportation (FDOT) is allowed to flex a certain amount of funding between highway and transit projects. FDOT has authorized this $300,000 as flex funding for ECAT. Typically with this Grant there is a match requirement, but FDOT has also authorized the use of $75,000 in Toll Revenue Credits, which allows for 100% federal funding for these projects.

Program of Projects
The project budget was developed in accordance with the latest Pensacola Urbanized Area Transportation Improvement Plan Update adopted by the Florida-Alabama Transportation Planning Organization (TPO). The budget for this grant application follows:

This proposed Program of Projects, including any amendments, becomes the final Program of Projects upon approval by the Board of County Commissioners.

BUDGETARY IMPACT:

LEGAL CONSIDERATIONS/SIGN-OFF:
The required FY 2015 Certifications and Assurances have been filed electronically with the FTA. However, the FY 2015 Certifications and Assurances need to be "pinned" by the Chairman. The Grant Application package has been provided to the County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is based on the Board of County Commissioners' Comprehensive Plan - Mass Transit Element.
IMPLEMENTATION/COORDINATION:
ECAT staff will coordinate with FTA and FDOT for all necessary funding activities covered by this grant application.
