Recommendation Concerning the RESTORE Planning Grant - Keith T. Wilkins, Community & Environment Department Director

That the Board authorize the Chair or his designee to sign the certifications and application for submittal of a RESTORE Planning Grant.

BACKGROUND:
The Treasury Department has promulgated rules allowing for distribution of RESTORE funds for Multi Year Implementation Plan (MYIP) development.  These grants are known as Pre Award Grants since they precede distribution of project funds to enable development of the required MYIP submittal to Treasury.  This grant application consists of four primary tasks: 

1)  Reimbursement for costs to date and final development of the County MYIP, including Dewberry's, the internal county costs and other contracted services associated with the plan development;

2)  Development of a Best Available Science Tool consistent with requirements within the RESTORE Act to assure proposed projects adhere to the best available science for restoration of Pensacola and Perdido Bays;

3)  Develop an MYIP framework around not just the MYIP requirements but also consistent with the Florida Chamber Six Pillars Twenty Year Strategic Plan;

4)  Conduct a workforce readiness evaluation to better determine barriers to gainful employment for at risk and underemployed populations, and analyze current employment related service programs.

Each of these tasks will either reimburse or advance funding approval for tasks associated with development of the required RESTORE Multi Year Implementation Plan.
BUDGETARY IMPACT:

The cost of these services is included in the Professional Services contract PD 13-14.026.  No additional budgetary impact is to be incurred.  The grant application will either reimburse or advance the County funds associated with the preparation of the MYIP for internal costs and consulting services.  The grant request is estimated at $500,000.

LEGAL CONSIDERATIONS/SIGN-OFF:
Upon approval of this grant proposal a grant agreement will be reviewed by the Legal Department and brought to the Board for final approval.
PERSONNEL:
The grant application is being prepared under our current contract with Dewberry and existing County staff.  Upon award it will supplement County personnel costs for additional resources in the Clerk's office and the Community & Environment Department.  Other implementation of the grant will be conducted through the existing contract and PO for Dewberry or other existing or procured contractual services.
POLICY/REQUIREMENT FOR BOARD ACTION:
The US Department of the Treasury grant application requires "the highest County official to sign the letter authorizing certifications for the application within the grantsolutions.gov web program.  Board approval is required to authorize the Chair to take these actions.
IMPLEMENTATION/COORDINATION:
Implementation and coordination of this grant application will be conducted by the Community & Environment Department.
