RECOMMENDATION:
Recommendation Concerning the Addison Drive Drainage and Slope Repair- Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the Addison Drive Drainage and Slope Repair:

A. Grant permission to staff to enter private property at 9337 Scenic Highway to reclaim soil and to stabilize and restore to pre-failure conditions the damages resulting from the landslide/slope failure; and

B. Allocate $75,000 for materials to construct a two-tiered, GRS stabilized slope on County property, and to replace the damaged County infrastructure (fence and drainage) system.  Repairs will be made by the Public Works Department, Roads Division personnel with in-house labor.  Access for these repairs will be from Addison Drive, within Ellyson Industrial Park, utilizing County right-of-way.

BACKGROUND:
As a result of the April 2014 flood event, a portion of the hillside bordering Addison Drive at the Ellyson Industrial Park property line failed, resulting in a slope failure from County-owned property to portions of private property at 9337 Scenic Highway. The resulting slope failure deposited soil, drainage system components, fencing, and vegetative debris from County property on to private property.

Repairs will be made by Public Works Department, Roads Division personnel with in-house labor. Access for these repairs will be from Addison Drive, within Ellyson Industrial Park, utilizing County right-of-way.

An application for reimbursement will be submitted to the Federal Emergency Management Agency (FEMA).
BUDGETARY IMPACT:
Funding for this project is available in Fund 112, "Disaster Recovery Fund," Cost Center 330493, Object Code 54612, Project #ESDPW01 "Addison".
LEGAL CONSIDERATIONS/SIGN-OFF:
The property owner, Mr. Mayrand, has signed a Right of Entry Agreement, allowing County personnel to complete this restoration work on his property.
PERSONNEL:
The repairs, restoration and stabilization work will be performed by in-house personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
Upon approval by the Board, Road Operations personnel will begin work.
