RECOMMENDATION:
Recommendation Concerning the Conveyance of Two Tree Trim, Cut and Removal Easements on Bellview Avenue to Gulf Power Company - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the conveyance of  two Tree Trim, Cut and Removal Easements to Gulf Power Company for Gulf Power's project to construct a transmission line along Bellview Avenue:

A. Approve granting two fifteen-foot wide Tree Trim, Cut and Removal Easements to Gulf Power Company for Gulf Power's project to construct a transmission line along Bellview Avenue; and

B. Authorize the Chairman to sign the Easement documents and any other documents, subject to Legal review and sign-off, associated with the granting of two Tree Trim, Cut and Removal Easements to Gulf Power Company.
BACKGROUND:
Gulf Power Company has a project designed to construct a transmission line. Although the transmission line will be constructed within the right-of-way of Bellview Avenue, Gulf Power will need to trim trees on properties parallel and adjacent to the right-of-way of Bellview Avenue. The County has two retention pond parcels on the portion of Bellview Avenue, one in Zachary Estates, and one in Rosewood Estates, where the transmission line will be constructed.

Gulf Power is requesting that the County convey two fifteen-foot wide Tree Trim, Cut and Removal Easements over the County-owned parcels abutting Bellview Avenue. Any costs associated with the granting of the two easements will be borne by Gulf Power Company, including the recording of documents.

Public Works staff have reviewed this request and have no objections to the conveyance of the two easements to Gulf Power. Board approval is required to convey the easements to Gulf Power Company.
BUDGETARY IMPACT:
Any costs associated with the granting of the two easements will be borne by Gulf Power Company, including the recording of documents.
LEGAL CONSIDERATIONS/SIGN-OFF:
The easement document was approved as to form and legal sufficiency by Stephen West, Senior Assistant County Attorney.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will have the easement executed by the Chairman and attested by the County Clerk’s office, with copies provided to Gulf Power Company. County staff will continue to work with Gulf Power Company in meeting their requirements to provide electrical service.
