RECOMMENDATION:
Recommendation Concerning the Olive Road East Multi-Lane Reconstruction and Drainage Project - Phase I - Stephan Hall, Management and Budget Services Interim Department Director

That the Board take the following action concerning the Olive Road East Multi-Lane Reconstruction and Drainage Project - Phase I, PD 14-15.017:

A. Award Contract PD 14-15.017, Olive Road East Multi-Lane Reconstruction and Drainage Project - Phase 1, to Roads, Inc., of NWF, in the amount of $4,531,541.13; and

B. Approve and authorize the Chairman to sign the Interlocal Cost-Sharing Agreement (Water Main Replacement and Upgrade on the Olive Road Drainage and Roadway Improvement Project) for Olive Road Multi-Lane Reconstruction and Drainage Project (County Road 290) between Escambia County and the Emerald Coast Utility Authority (ECUA) for the Water Main Replacement and Upgrade.

BACKGROUND:
At the regular Board of County Commissioners Meeting on October 10, 2011, the Board awarded a Lump Sum Contract to DRMP, Inc., for Olive Road multi-lane reconstruction, per PD 10-11.071, Olive Road East Corridor (Davis to Scenic) Project Engineering-Design with Limited CEI (Construction, Engineering, and Inspection), in the amount of $1,482,372.47.  The project design submittals started with 30% plans,  including right-of-way and property acquisition maps, completed in May 2012, prompting the Real Estate Acquisition Division (READ) to start the lengthy acquisition process.  By August 2013, the 90% Design were completed, but the right-of-way acquisition process was not complete, placing final design on hold until the acquisition process could be completed. At the overall projects most eastern watershed pond outfall location, the receiving Gatewood ditch drainage system was damaged during the April 29/30, 2014 storm event. Since the National Resource Conservation Service (NRCS) funding approval to address the Gatewood ditch repairs has been delayed by congressional funding allocation, the project now requires phased construction approach, which coincide with the two project watersheds. So the project was divided at the watershed line resulting in Phase 1 of the Olive Road East Multi-Lane Reconstruction & Drainage Project.  Phase 2 will be solicited for bids after the NRCS funding is allocated for the Gatewood ditch repairs. Olive Road East Multi-Lane Reconstruction & Drainage Project Phase 1 bid package was completed on November 31, 2014, and submitted to Purchasing for Advertisement.  
 
The Invitation to Bid, PD 14-15.017 - Olive Road East Multi-Lane Reconstruction & Drainage Project - Phase 1 was advertised in the Pensacola News Journal on December 10 and 17,2014. Nineteen firms were notified on December 10, 2014. Representatives from thirteen firms attended the pre-bid meeting on December 17, 2014. Fourteen firms signed for and received  the plans and specifications from the Office of  Purchasing for the bid package.  One bid was received on January 8, 2015.
                                                                              
During plan development utility coordination efforts with Emerald Coast Utilities Authority (ECUA), a cost sharing agreement was requested by ECUA to upgrade an abandon an existing 8” cement asbestos main in conflict with proposed improvements, to a 12” PVC water main.  The Interlocal Cost-Sharing Agreement between Escambia County and Emerald Coast Utility Authority (ECUA) for the Water Main Replacement and Upgrade, is consistent with previous Board direction and policy.  Cost-sharing with ECUA started as a result of June 4, 1996, per the direction of the Board of County Commissioners.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County FL, Code of Ordinance, Chapter 46, Article II, Purchases and Contracts, Sec. 46-64(a) Award approval and threshold authority. The Invitation to Bid PD 14-15.017 - Olive Road East Multi-Lane Reconstruction & Drainage Project Phase 1 was advertised in the Pensacola News Journal on December 10th and 17th, 2014. Nineteen firms were notified on December 10, 2014. Representatives from thirteen firms attended the pre-bid meeting on December 17, 2014. Fourteen firms signed for and received  the plans and specifications from the Office of  Purchasing for the bid package.  One bid was received on January 8, 2015. The bid was evaluated by Public Works, Stormwater  Division and certified for the award to Roads Inc. of NWF.in the amount of  $4,531,541.13  on January 12, 2015.


 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will distribute the Contract and Purchase Order.
