Recommendation Concerning the Olive Road (West Corridor) Project - Stephan Hall, Management and Budget Services Interim Department Director

That the Board award Contract PD 14-15.016, Olive Road (West Corridor), to Roads, Inc., of NWF, in the amount of $1,585,445.54.

BACKGROUND:
At the regular Board of County Commissioners Meeting on October 10, 2011, the Board awarded a Lump Sum Contract to Atkins North America, Inc. (formerly known as PBS&J), per PD 10-11.070, Olive Road West Corridor (Palafox to Davis) Resurfacing & Drainage Project Engineering-Design with Limited CEI (Construction, Engineering, and Inspection), in the amount of $195,719. The project design submittals started with 30% plans, including easement and property acquisition needs completed in May 2012, prompting the Real Estate Acquisition Division (READ) to start the acquisition process.  By November 2012, the 90% Design were completed, but the right-of-way acquisition process was not complete, placing final design on hold until the acquisition process could be completed.  Expansion of the Mazurek Plantation subdivision pond located on Cody Lane, just North of Olive Road, was included in the original plan design.  However, due to unsuccessful negotiation with a property owner, the pond expansion could not be included in the project, at this time, and will be considered at a later date.  At the regular Board of County Commissioners Meeting on September 5, 2013, the Board attempted said negotiation.  Instead drainage conveyance improvements were included in the projects. Olive Road (West Corridor) bid package was completed on November 31, 2014, and submitted to Purchasing for Advertisement.  The solicitation was advertised in the Pensacola News Journal on December 10 and 14, 2014.  Three bids were received on January 8, 2015.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Escambia County, FL, Code of Ordinance, Chapter 46, Article II, Purchases and Contracts, Sec. 46-64(a) Award approval and threshold authority.  The Invitation to Bid PD14-15.016 Olive Road West was advertised in the Pensacola News Journal on December 10 and 17, 2014.  Nineteen firms were notified on December 10, 2014.  Representatives from 13 firms attended the pre-bid meeting held on December 17, 2014.  Fourteen firms signed for and received the plans for the bid package from the Office of Purchasing. Three sealed bids were received and opened on January 8, 2015.  The bids were evaluated and the low bidder Roads, Inc., of NWF, was certified and recommended for the award by Public Works, Stormwater Division, in the amount of $1,585,445.54, on January 12, 2015.

 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will distribute the Contract and Purchase Order.
