RECOMMENDATION:
Recommendation Concerning to Schedule and Advertise a Public Hearing to Adopt a Resolution creating Oakfield Redevelopment Area - Keith Wilkins, Department Director

That the Board authorize to schedule and advertise a Public Hearing at 5:34 p.m., on Thursday, December 11, 2014, to consider adoption of a Resolution of Escambia County, Florida, relating to Community Redevelopment; finding that there is a blighted area within Escambia County, Florida, and a shortage of affordable housing for low and moderate income households, specifically within the Oakfield community; finding that rehabilitation conservation, redevelopment, or a combination of these in the Oakfield community is necessary in the interest of the public health, safety, morals, and welfare of the residents of Escambia County; finding that there is a need to designate Oakfield as a redevelopment area; and providing for an effective date.

BACKGROUND:
The Community Redevelopment Agency (CRA), a division of Community and Environment Department, was directed to conduct the necessary research and analysis to support findings that would determine whether areas located within the Oakfield community would meet the statutory criteria to be designated as a redevelopment area.  The CRA has completed the "Findings of Necessity", and a copy is attached.  A draft copy of the Resolution has been prepared for consideration and adoption.  A copy of the map for the proposed area is attached.

On November 17, 2014, at 8:30 a.m.,  a CRA meeting was convened to recommend to the Board to schedule and advertise a Public Hearing on Thursday, December 11, 2014, at 5:34 p.m.
BUDGETARY IMPACT:

N/A

LEGAL CONSIDERATIONS/SIGN-OFF:

County Attorney's office will review and sign-off on the original Resolution as to form and sufficiency.

PERSONNEL:

There is no additional personnel needed to carry out this process.

POLICY/REQUIREMENT FOR BOARD ACTION:
Scheduling a Public Hearing for the proposed redevelopment district designation is in compliance with the Board guidelines and procedures.
IMPLEMENTATION/COORDINATION:
The CRA staff will coordinate the process for the implementation of this program.
