RECOMMENDATION:
Recommendation Concerning Allocation of $14,000, to the City of Pensacola, for the Purpose of Conducting a Study to Write a Grant Application for the National Disaster Resilience Competition HUD Grant - Amy Lovoy, Interim Assistant County Administrator

That the Board take following action:

A. Allocate, from the General Fund’s Reserves for operating, a total of $14,000, to the City of Pensacola as a Grant match for a possible Hazard Mitigation Grant Program (HMGP) Grant from the Florida Division of Emergency Management, contingent upon the City of Pensacola allocating an equal amount of funding and subject to both the City's and the County's review and approval of the HUD Grant Application prior to submittal; and

B. Approve a Purchase Order for this purpose.

BACKGROUND:
The Storm Water Technical Staff has proposed that the City and County submit a joint application to HUD for a grant from the $1 billion National Disaster Resilience Competition. In order to submit an application for this grant a study of certain drainage basins must be done, and a grant application completed. The City of Pensacola will contract to have this study and grant application completed at the total cost of about $112,000.

To pay for this study the City will submit for a HMGP grant from the Florida Division of Emergency Management in the amount of $112,000. This grant will require a 25% match totaling $28,000 of which the County and the City will each fund $14,000.

The deadline for the submittal of the HUD grant application is March 31, 2015. Due to this time constraint, work for the study must commence prior to the possible award of the HMGP grant that would fund the total cost of the study. If the City is not awarded the grant, then the City and the County must decide whether to fund the total cost of the study or to lose the initial $14,000 investment.

The study will focus on the following drainage basins:
• Aragon
• Downtown
• Longhollow
• Delano
BUDGETARY IMPACT:
This recommendation will allocate a total of $14,000 from the General Fund’s reserves for operating to assist in paying the required local match for an HMGP grant. These funds will be used to commence a study and grant application for a possible larger HUD grant. However, work will commence on the study before the possible award of the HMGP grant. If this grant is not awarded, the City and the County will have to decide whether to fund the total cost of the study or to lose the $14,000.
