RECOMMENDATION:

Recommendation Concerning an Eagle Scout Service Project Proposal for Benjamin Linkous - Keith Wilkins, Community & Environment Department Director

That the Board take the following action concerning an Eagle Scout Service Project Proposal for Benjamin Linkous:

A. Approve the Eagle Scout Service Project Proposal for Benjamin Linkous; and

B. Authorize Commissioner Robinson to sign the Project Proposal as Beneficiary on behalf of the County.

BACKGROUND:

Artificial reef construction is regulated by Florida Department of Environmental Protection and US Army Corps of Engineers. Escambia County holds permits from these agencies, which authorize Escambia County to construct artificial reefs in accordance with permit conditions. Local businesses and private citizens may contribute reef materials and/or funding for artificial reefs, and Escambia County Marine Resources Division manages reef construction to ensure permit compliance.

As an Eagle Scout candidate, Mr. Benjamin Linkous proposes to construct an artificial reef for his Eagle Scout Service Project. The Eagle Scout Service Project Proposal requires the signature of the project’s beneficiary. Mr. Linkous contacted Commissioner Robinson requesting the Commissioner to sign as the beneficiary and he agreed. As the beneficiary, the entire community and surrounding area will benefit from the efforts of Mr. Linkous.
