RECOMMENDATION:
Recommendation Concerning a National Fish & Wildlife Foundation Grant Agreement for the Jones Swamp Wetland Preserve Patton Restoration Project  – Keith Wilkins, Community & Environment Department Director

That the Board take the following action concerning a National Fish & Wildlife Foundation (NFWF) Grant Agreement for the Jones Swamp Wetland Preserve Patton Restoration Project:
 
A. Approve, subject to Legal sign-off, entering into a National Fish & Wildlife Foundation Grant Agreement for the Jones Swamp Wetland Preserve Patton Restoration Project; and

B. Authorize the Chairman to sign the Grant Agreement and any subsequent documents relating to the Grant without further Board action.

[Funding:  $2,500 from Fund 151, Community Redevelopment Agency, Cost Center 220516, CRA Warrington; $8,500 from Fund 101, Escambia County Restricted Fund, Cost Center 221016, Jones Swamp Wetland Preserve and/or Cost Center 220336, Wetland Mitigation Fees]
BACKGROUND:
The Community & Environment Department’s Water Quality & Land Management Division applied for the Grant under NFWF’s Five Star and Urban Waters Restoration Program 2014 to improve the ecological function of 35 acres of Pine Wetland Riparian Forest by restoring hydrology, reducing invasive plants and replanting native vegetation.  Project will also serve to increase visitorship to the Escambia County Southwest Greenway Trail in Warrington CRA by installing educational signage and improving a portion of the walking trail.  Matching funds are available along with non-monetary match of in-kind services, and volunteer and volunteer professional services.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Grant Agreement has been reviewed by Kristin Hual of the County Attorney’s Office.
PERSONNEL:
Activities associated with this Grant will be handled by Community & Environment staff.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Board Policy Section II.A. requires approval of grants.
IMPLEMENTATION/COORDINATION:
Staff from Community & Environment Department will coordinate the National Fish and Wildlife Foundation, Department of Environmental Protection, other agencies, volunteers, and volunteer professionals to implement the Grant.
