RECOMMENDATION:
Recommendation Concerning the Section 5310 Program Grant Application - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation (FDOT) Grant Application for Section 5310 funding and (Federal Transit Administration [FTA]) urbanized area funding to be used by Escambia County for the purchase of six ADA Buses:

A. Adopt the Resolution authorizing Escambia County to apply for and accept certain Grant awards made by FDOT and by the FTA Act of 1964; and 

B. Authorize the Chairman to execute the Resolution and all other required documents pertaining to acceptance and expenditure of grant funds, including notification of funding and electronic document filing, pending Legal approval, without further action of the Board.

There are currently 25 vehicles in the fleet.  FDOT recommends that paratransit vehicles be replaced at five years and/or 200,000 miles.  ECAT has four buses in need of replacement due to high mileage and wear.  An increase in the spare ratio is also needed to ensure we have adequate vehicles in the case of maintenance and/or repair.  This purchase will bring almost all of the fleet up to new.  A future capital replacement plan has been established, and this application serves as part of that plan, allowing ECAT to add rolling stock and to begin replacing vehicles as the grant money is available.
Upon approval by the Board of County Commissioners, this proposed Program of Projects, including any Amendments, becomes the final Program of Projects.

ECAT has 4 buses in need of replacement due to high mileage and wear. An increase in the spare ratio is also needed to ensure we have adequate vehicles in the case of maintenance and/or repair. This purchase will bring almost all of the fleet up to new. Total Budget $360,000

 Upon approval by the Board of County Commissioners, this proposed Program of Projects, including any amendments, becomes the final Program of Projects.

The $ 70,000 vehicles have 14 seats (11 ambulatory and the wheelchair) and they will replace 3 vehicles with 14 seats (12 ambulatory and 2 wheelchair) and one vehicle with 10 seats (6 ambulatory and 4 wheelchair).

The $ 40,000 vehciles have 6 seats (4 ambulatory and 2 wheelchair) and these vehicles are replacing one vehicle with 10 seats (6 ambulatory and 4 wheelchair) and one with 9 ambulatory seats.

In effect, the new vehicles are replacing vehicles of the same size.

These vehicles have been chosen because they are on a Florida Department of Transportation (FDOT) state contract, and because they are similar to the vehicles currently in the fleet. Correspondence is enclosed from the Federal Transit Administration advising that FTA funds can not be used if/when a local preference purchasing policy is utilized.
BUDGETARY IMPACT:
These funds will be included in the ECAT Fiscal Year 2015/2016 Budget.

Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Resolution.

IMPLEMENTATION/COORDINATION:
Upon the Board's approval, the Clerk's office will need to certify two copies of the Resolution for ECAT. Transportation and Traffic Operations staff will forward the signed original documents to ECAT. Funds are accessed upon grant award, acceptance of award, and all approvals. ECAT personnel will continue to coordinate with FDOT staff to complete all implementation requirements.
