RECOMMENDATION:

Recommendation Concerning the Escambia County Board of County Commissioners Employee Benefits Committee Policy - Thomas G. "Tom" Turner - Human Resources Department Director

That the Board approve the revised Escambia County Board of County Commissioners Employee Benefits Committee Policy to become effective upon the date approved by the Board.

BACKGROUND:

The current policy is being revised as the original membership structure based upon the Bureaus is no longer appropriate. The Bureau positions are eliminated and replaced with three additional At-Large (non-union) members. The positions allocated to the bargaining units and other participating County offices remain unchanged. The revised membership changes will ensure that there is full representation to review changes and make recommendations regarding the County's group benefits programs.

The Committee will meet to evaluate and recommend group benefits and provide input to staff for further recommendation to the Board for approval. The Committee will be participating in the selection of a benefit consultant or consulting firm to develop and conduct a Request for Proposals for the County's health plan and the employee clinic.

BUDGETARY IMPACT:

There is no impact to the budget.

POLICY/REQUIREMENT FOR BOARD ACTION:

Updated Section II, Part C.7 (Escambia County Board of County Commissioners Employee Benefits Committee). Board approval is required for all Board administered policies.

IMPLEMENTATION/COORDINATION:

This program will be implemented upon approval by the Board. The Human Resources Department will notify other agencies to designate Committee members once the policy is approved.
