RECOMMENDATION:
Recommendation Concerning Agreements to Provide Transportation Coordination Services for the Transportation Disadvantaged - Joy D. Blackmon, P.E., Public Works Department Director

That the Board, as Community Transportation Coordinator (CTC) and on behalf of Escambia County Community Transportation (ECCT), take the following action:

A. Approve the Agreement to Provide Transportation Coordination Services for the Transportation Disadvantaged with the following agencies, to provide transportation coordination services for the transportation disadvantaged:

1. Council on Aging of West Florida, Inc.;
2. Lakeview Center, Inc.;
3. Caring Hearts Pediatric Extended Care, Inc., d/b/a Caring Hearts Home Health Agency; and
4. ARC Gateway; and

B. Authorize the County Administrator to execute the Agreements.

THE AGREEMENT WITH ARC GATEWAY WILL BE DISTRIBUTED UNDER SEPARATE COVER.
BACKGROUND:
Meeting in regular session on April 29, 2014, the Board agreed to enter into a Memorandum of Agreement with the Florida Commission for the Transportation Disadvantaged, recognizing Escambia County as the Community Transportation Coordinator (CTC), designated pursuant to Chapter 427, Florida Statutes, to serve the transportation disadvantaged within the designated service area that includes Escambia County. The County, acting by and through Escambia County Community Transportation, now serves as the CTC responsible for coordinating said transportation services.

The Agreements to Provide Transportation Coordination Services for the Transportation Disadvantaged will serve as the contract documents when contracting with participating agencies for the coordination of transportation services for eligible transportation disadvantaged persons, and in the case of ARC Gateway, serves as an agreement with the County, acting as CTC, necessary to ARC Gateway for funding purposes.

IMPLEMENTATION/COORDINATION:
The Agreements to Provide Transportation Coordination Services for the Transportation Disadvantaged will serve as the contract documents when contracting with participating agencies for the coordination of transportation services for eligible transportation disadvantaged persons, and in the case of ARC Gateway, serves as an agreement with the County acting as CTC, necessary to ARC Gateway for funding purposes.

Traffic and Transportation Division staff will continue to liaison with participating agencies in Escambia County that work with the transportation disadvantaged, in an effort to provide transportation for these clients.
