RECOMMENDATION:

Recommendation Concerning PD 13-14.095, Food Services for the M.C. Blanchard Building - Amy Lovoy, Management and Budget Services Department Director

That the Board award Contract #PD 13-14.095, Food Services for the M.C. Blanchard Building, to Legal Eats, Inc., for a term of four years, effective December 1, 2014, and approve the Agreement for Food Service Operations between Escambia County and Legal Eats, Inc. This Contract reflects zero expenditures by Escambia County.

BACKGROUND:

The Request for Proposals for Food Service at MC Blanchard Building was advertised in the Pensacola News Journal on September 29, 2014. Four submittals were received on October 23, 2014. Two firms withdrew from the selection and two firms presented to the Proposal Review Committee on Tuesday, November 4, 2014. The current provider TCSS Management Services Inc,. submitted a 30 day notice of contract termination on October 31, 2014. Legal Eats, Inc., the recommended provider, is a newly formed corporation and not associated with TCSS Management Services, Inc.

The contract was prepared by Kristin Hual, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL Chapter 46, Article II, Purchases and Contracts.

IMPLEMENTATION/COORDINATION:

Larry Newsom, Assistant County Administrator will administer the contract for Food Services for MC Blanchard Building.
