RECOMMENDATION:
Recommendation Concerning the 2014 Neighborhood Renewal Initiative Mini-Grant Agreement with Cantonment Improvement Committee, Inc. - Keith T. Wilkins, Community & Environment Department Director

That the Board ratify the following November 17, 2014, action of the Board of County Commissioners of Escambia County, acting in its capacity as the Escambia County Community Redevelopment Agency (CRA), concerning the Community Development Block Grant (CDBG)-funded Neighborhood Renewal Initiative Mini-Grant Agreement with the Cantonment Improvement Committee, Inc.:

A. Awarding a Neighborhood Renewal Initiative Mini-Grant Agreement, known as the "No Dumping" Road Signs Project, in the maximum amount of $500, for specific benefit of the Cantonment Improvement Committee, Inc. (CIC).  The funds will assist the CIC Group with costs and installation of "No Dumping" road signs for their community, located on Taylor Street and Hicks Street, in the Cantonment Redevelopment District; and

B. Authorizing the Chairman or Vice Chairman to execute the Agreement and all related documents as required to implement the Project.

BACKGROUND:
The Escambia Consortium 2010-14 Consolidated Plan and the 2011 Annual Plan approved by the Board on August 24, 2011 (see Exhibit I), included a CDBG allocation for the Neighborhood Renewal Initiative Project targeting the County’s designated Community Redevelopment Districts (Englewood, Brownsville, Warrington, Barrancas, Cantonment, and the Palafox Corridor). The mini-grant allows for small scale improvements of up to $500 in the targeted redevelopment districts without the requirement of volunteer match from the neighborhood. The 2014 proposal submitted by Cantonment Improvement Committee, Inc. (CIC) along with the Agreement in Exhibit II, will target improvements in the Cantonment Redevelopment District. The proposal has been reviewed by the Community Redevelopment Agency (CRA) and Neighborhood Enterprise Division (NED) staff. The $500 maximum Grant will assist the CIC Group with the cost and installation of signs to enhance the appearance of their community.

BUDGETARY IMPACT:
The County’s FY 2014 budget includes funding for the Neighborhood Renewal Initiative Project. The funds are budgeted in Fund 129/2011 CDBG Cost Center 220439.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement has been reviewed and approved by Kristin Hual, Assistant County Attorney.
PERSONNEL:

CRA and NED staff will administer the Mini-Grant Award.

POLICY/REQUIREMENT FOR BOARD ACTION:
An agreement, mutually approved and executed, between the County and the project sponsor is required to provide for implementation of the project.
IMPLEMENTATION/COORDINATION:
Implementation oversight will be provided by NED and the CRA, in consultation with the project sponsor.  The project requires coordination between Community & Environment Department, NED, CRA, and the project sponsor.
