RECOMMENDATION:
Recommendation Concerning Professional Consulting Services for Smiths Fish Camp Road - Amy Lovoy, Management and Budget Services Department Director

That the Board award and authorize the County Administrator to sign the Standard Professional Consulting Services Contract Documents for Agreement between Escambia County and Kenneth Horne & Associates, Inc., per the terms and conditions of PD 13-14.093, Smiths Fish Camp Road, for a lump sum of $97,324.30.

BACKGROUND:
Request for Letters of Interest, PD 13-14.093, Smiths Fish Camp Road, were publicly noticed on Monday, September 8, 2014 to 104 known firms.  Responses were received from 9 firms on Tuesday, October 23, 2014.

The general intent of this engineering services contract is to provide a design to replace, repair, and restore, after analysis of the hydraulic impact of the April 29-30, 2014 storm event, the public road and infrastructure crossing the stream bed, and the Creek that flows to the crossing and out into the Mills Fish camp waterway, that were destroyed or damaged at Smiths Fish Camp Road, aka Mills Swamphouse Road, in Escambia County, FL.
 
The goal is to provide an engineering report, conceptual structure alternatives and cost estimates, and upon input from the county, the final design plans for repair of both the public road/infrastructure crossing, and the Creek.  The Consultant shall prepare their reports and designs for the appropriate recommended improvements consistent with the funding source requirements of FEMA for the public road/structure crossing and NRCS for remaining creek restoration. 
 
The county road and infrastructure crossing the creek is currently the subject of a draft FEMA request for assistance ESCPW10.  The Creek repair and restoration is the subject of a pending NRCS DSR No: ESC-APR14-008 request for assistance previously approved by the BCC on 6-26-2014.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will issue the Attorney's Standard Form of Contract Form G, Consulting Services for Stand-Alone Services and Purchase Order.
