The Florida Department of Transportation (FDOT) has notified Escambia County that CR 295A (Old Corry Field Road Bridge) qualifies for funding through the Federal Highway Safety Program, based on the crash rate for this road.
The designed improvements include the permanent construction of CR 295A (Old Corry Field Road Bridge) due to damages caused by the April 2014 Storm Event. The Project will replace damaged box culverts with a precast concrete arched bridge, and associated roadway and drainage infrastructure will also be repaired. The construction project will be administered by Escambia County, and FDOT will reimburse the County as costs are incurred.
There is a possibility that there may be minimal private property impacts associated with construction activities. It is unknown at this time if those impacts will be temporary or permanent.
The submittal must include a Resolution from the Board which authorizes support for the project. The LAP is split 80/20; FDOT will pay for 80% of the project, which is $1,027,967, and Escambia County will pay 20%, which is $256,991, for a total project amount of $1,284,958.
After the April storm it was determined and reported by Baskerville Donovan, Inc., (our consultant) that the existing box culverts had not shifted, so all culverts and the road could be reconstructed to pre-storm condition. Our consultant was then asked to provide a scope and fee for engineering services to design the reconstruction as it existed. The scope and fee were approved, and a notice to proceed was issued.
After further investigation and review of documentation it became known that past storms had caused stormwater to overtop and damage the road. During department discussions, it was determined that a bridge should replace the box culverts to allow stormwater to flow less obstructed under the road and to deter future and repetitive destruction of infrastructure. At the same time, the County had the opportunity to take advantage of available FHWA/FDOT funding for a bridge upgrade at this location. County staff requested that the consultant shift his efforts from the original scope of designing an in-kind repair to designing a pre-cast bridge design, and to submit a revised scope and fee for the requested additional effort.
The initial scope and the revised scope are attached. Change Order #1 deducted $1,200 due to a spreadsheet error. Change Order #2 was to correct the object code number and to add a project number. Change Order #3 will increase the contract by $134,891.82, making the new contract total $216,510.16.
The consultant has performed some surveying, design, geotechnical, and permitting services under the original scope and fee. The change order is intended to cover the additional work required for a precast bridge design which will cover hydraulic analysis, structural analysis and design, additional surveying, geotechnical, environmental permitting and work to satisfy FHWA/FDOT LAP reporting requirements.
Soon after the storm the consultant was asked to provide and implement an emergency MOT plan and provide Construction, Engineering and Inspection (CEI) services for two preliminary clean up efforts to satisfy FHWA/FDOT requirements. That effort will also be captured in Change Order #3. |
